Luis Rolando es Doctor en Ciencias de la Investigación con más de 18 años de experiencia trabajando en entidades como Naciones Unidas, ONGs Internacionales, y organizaciones del sector público y privado.

Es experimentado en reducción de riesgo a desastres (RRD) y respuesta humanitaria, migración, refugiados, y ha capacitado personas en ESFERA y en las Normas Mínimas INEE desde 2011.

Luis Rolando radica en Guatemala y es miembro del “Petit Comité ESFERA en Guatemala”.
