At a time of profound global change, Sphere’s role has never been more vital. This three-year strategy reaffirms the Humanitarian Charter while providing a clear, practical roadmap for action. Mission-focused and purpose-driven, it responds directly to today’s humanitarian realities: the need for clarity, agility, and impact. For almost three decades, Sphere has championed convergence around quality in humanitarian assistance. At a moment when some question whether this is still achievable, or even desirable, this strategy is unequivocal. Quality is not optional. Accountability is not negotiable. Dignity must never be compromised. This strategy charts a clear path forward not only for aid workers, but for everyone who believes in individual and collective dignity, and in the universal relevance of human rights especially, and without exception, in times of crisis.

 A strategy shaped by the community it serves

This strategy is grounded in deep and deliberate consultation. Nearly one hundred individuals and organisations, spanning diverse geographies, roles, and perspectives across the humanitarian system, contributed thoughtful and considered feedback. We extend our sincere thanks to all who shared their time, expertise, and challenge. Their contributions strengthened the strategy and reaffirmed the value of collective stewardship. 

What this strategy delivers

Over the next three years, Sphere will consolidate and extend its role as the leading global reference for principled humanitarian action and aid assistance. The strategy commits Sphere to: 

  • Delivering a comprehensive revision of the Sphere Handbook, fully aligned with other Minimum Standards and accessible through the Humanitarian Standards Partnership (HSP) digital platform, while retaining printed editions where they are most needed;
  • Strengthening and broadening the Sphere network to be truly representative, locally grounded, and globally connected;
  • Amplifying Sphere’s influence through policy engagement and advocacy to ensure standards remain relevant, credible, and actionable, and
  • Building durable strategic partnerships that reinforce Sphere’s sustainability, legitimacy, and reach. 

This strategy reflects Sphere’s continued organisational evolution, from a central secretariat to a hybrid global support model, reinforcing commitments to diverse representation, efficiency, and effectiveness, while maintaining strong governance and clear accountability to its membership.
