El presente Módulo de Capacitación Esfera ha sido elaborado para que los Capacitadores y Puntos Focales Esfera – junto a otros actores – puedan aplicar el paquete de capacitación para la formación del personal jerárquico y operativo de las Autoridades Nacionales de Gestión de Desastres, utilizando una de las tres Alternativas de Planes de sesión (u otra alternativa adicional) en modalidad sincrónica durante 4 horas, haciendo uso de presentaciones en PowerPoint, herramientas sincrónicas como JamBoard, Mentimeter o Kahoot, folletos para el desarrollo de ejercicios prácticos y dinámicas para trabajo en grupos.

Une nouvelle norme Sphère inclut désormais les soins palliatifs. La pandémie actuelle offre l’occasion de mettre les soins palliatifs à l’ordre du jour de l’action humanitaire. Il est temps que tous les acteurs humanitaires documentent, partagent et tirent des enseignements de leurs expériences de soins aux personnes touchées par la COVID-19.

Many people have suffered serious illness or died of COVID-19, isolated from loved ones, a situation that runs counter to the ethical belief that people have the right to a dignified death. Palliative care – the prevention and relief of suffering and distress associated with life-limiting illness – is slowly gaining recognition as an important part of the healthcare continuum, alongside life-saving treatment in humanitarian response. A new Sphere standard now includes palliative care. The current pandemic is providing an opportunity to put palliative care on the humanitarian agenda. It’s time for all humanitarian actors to document, share and learn from their stories of caring for people affected by COVID-19.

En todo el mundo, hay más de 25 millones de refugiados, de los cuales un 84 % son acogidos por países de ingresos bajos o medios con sistemas de salud deficientes . Esta condición de movilidad dificulta la forma en que trabajan los organismos humanitarios. Los principales factores causantes de la migración no desaparecerán pronto. Los ejemplos de Argentina, Brasil, Colombia y Venezuela apuntan a algunas de las adaptaciones que se requieren.

Los cierres de fronteras, las restricciones de viaje y la cuarentena durante la crisis de la COVID-19 han impedido que los organismos humanitarios lleguen a muchas personas que necesitan apoyo. Border closures, travel restrictions and quarantine during the COVID-19 crisis has prevented humanitarian agencies from reaching many people who need support. A WhatsApp business line was successfully piloted by the International Federation of the Red Cross (IFRC) in Peru to facilitate remote community engagement.

Sin embargo, tienen consecuencias devastadoras en sus medios de subsistencia, especialmente en el contexto de emergencias complejas donde la gobernanza es frágil, los sistemas de salud son deficientes y las poblaciones se ven desplazadas. Las normas humanitarias exigen que garanticemos que las personas que apoyamos no se vean perjudicadas. Esto requiere consultas con las comunidades afectadas, adaptación y seguimiento constante de las intervenciones.

Les mesures de confinement et d’isolement de la COVID-19 visent à protéger les personnes contre la transmission de la maladie. The COVID-19 lockdown and isolation measures aim to protect people from transmission of the disease Yet, they have devastating consequences on people’s livelihoods, especially in the context of complex emergencies where governance is fragile, health systems are weak and populations displaced. Humanitarian standards demand that we ensure the people we support are not negatively affected. This requires consultation with affected communities, adaptation and constant monitoring of interventions.

There are tools from the humanitarian sector that can directly support responses to the COVID-19 pandemic. Sphere standards define the minimum response all crisis-affected people have a right to expect. People are affected in different ways and some may be stigmatised. Responses in South Asia show how to include everyone, respond to their different needs and respect their dignity.

Un enfoque centrado en la comunidad por parte de los actores humanitarios es fundamental para reducir la propagación de enfermedades infecciosas. Genera confianza entre los proveedores de servicios y las personas afectadas. Esto permite que las comunidades afectadas controlen de manera conjunta las intervenciones y, por lo tanto, que sean más adecuadas, pertinentes y efectivas en función del contexto. A community-centred approach by humanitarian actors is critical to reducing the spread of infectious diseases. It builds trust between service providers and those affected. This enables interventions to be co-owned by the affected communities and therefore more contextually appropriate, relevant and effective. Numerous lessons from the Ebola response in the Democratic Republic of the Congo (DRC) have been successfully applied in the response to COVID-19. The need for trust and co-ownership is particularly critical in such a complex operating environment, characterised by displacement, inequity and widening social division.

Las respuestas dirigidas por la comunidad y las contribuciones comunitarias son fundamentales para responder a la pandemia de la COVID-19. Les interventions et les contributions communautaires sont essentielles pour faire face à la pandémie de COVID-19. Ces interventions utilisent les capacités locales lorsque l’aide extérieure n’est pas disponible. Elles assurent que les interventions sont inclusives, renforcent la dignité des personnes et utilisent les compétences et les capacités des membres de la communauté. Cela répond également à la Norme humanitaire fondamentale (CHS) qui s’applique à chaque intervention.

Community-led responses and community contributions are key in responding to the COVID-19 pandemic. Such responses harness local capacity when outside support is unavailable. They ensure that responses are inclusive, reinforce the dignity of the people and use the skills and capacities of community members. This also meets the Core Humanitarian Standard (CHS), which applies to every response.

The 2018 edition of the Sphere Handbook includes explicit guidance for using the standards in urban settings. This guide concentrates on Sphere’s four technical chapters, and additional tools and approaches for urban response are provided, including for context analysis; assessments; profiling and targeting; area-based approaches; and cash and markets.
